In 1974-75, a program of enrichment in the form of part-time service to gifted students in the Salt Lake City School District began as a result of a federal grant. This was the predecessor of today's neighborhood Extended Learning Program component. By 1978, all elementary schools had a half-time or full-time pullout teacher. In 1977-78, full-time classes for the gifted began as an optional program known as EQUIP at Lowell Elementary School. Then in 1984-85, Horizons Optional Program (HOP) located at Highland High School was established. These programs were forerunners of the current Extended Learning Program magnet programs. During the 1985-86 and 1986-87 school years, a concentrated effort was supported by the district to bring all of the options under a unified philosophical direction and one supervisor. This effort initiated the Extended Learning Program. (Add a few more) From 2003 to 2009, many initiatives were implemented to improve services for gifted students in the district. Extended Learning Program is currently under the direction of Exceptional Children Services.
