Priority Bills for Salt Lake City School District

The following list of priority bills may change many times during the 2010 General Session of the Legislature. As bills are drafted, discussed, amended, and voted on, the impact on our students, families, and taxpayers may shift. The “updated as of” date is important to note when tracking a specific bill. If you have detailed questions about a bill, we encourage you to contact the bill sponsor. If you want to advocate a position of support or opposition to a bill, we encourage you to contact your representative or senator and/or a member of the committee assigned to hold the public hearing for that bill.

Priority bills that we support and are still under consideration as of 3/3/10:

3S HB 71 – Nicotine Product Restrictions (prohibits the illicit use, possession, or distribution of nicotine products)

HB 117 – Public Education Capital Outlay Act (modifies the Capital Outlay Foundation Program to correct changes made in previous years that diminished the program effectiveness)

3S SB 175 – School District Capital Outlay Equalization Amendments (sets a review process and a 2014 potential sunset date for the county-wide capital equalization law that currently redistributes SLC property taxes)

Priority bills that we oppose and are still under consideration as of 3/3/10:

HB 137 – Public School Funding (takes away local school board responsibilities, increases the sales tax, and redistributes property taxes without providing any new resources for students)

HJR 24 – Equal Treatment by Government (takes away the ability to prioritize services and programs for certain groups of students based on needs, opportunities, and current levels of achievement)

SB 150 – Reading Requirements for Student Advancement (potentially retains first, second, and third grade students who are not reading on grade-level, without defining “on grade-level” or providing resources to help those students)
