2025-2026 HB396
Educator Personal Professional Hours Plans
HB396 provides SLCSD with funding for educators to complete 25 hours of paid professional time at their hourly rate. This includes general education and special education teachers, counselors, school specialists, library technology teachers, school psychologists, speech pathologists, audiologists and building administrators. Hourly teachers are not eligible.
According to legislation, plan submission was required prior to September 30, 2025.
As of September 30, 2025, we can no longer accepting PLAN submissions related to House Bill 396. This deadline was established by legislation and is now closed in accordance with the provisions outlined in HB499 – EDUCATION REPORTING AMENDMENTS.
What are the Due Date(s)?
There WAS a due date for submitting your plan for your professional development and there IS a due date for your timecard once the work is completed.
- ALL EDUCATORS (whether they are completing an Individual Plan or a university/college/endorsement/pre-approved district plan) must have submitted the plans using the district form BEFORE the end of the day on SEPTEMBER 30, 2025. Plans should have demonstrated that they were imbedded in broad school-wide and LEA-wide educational improvement plans (as described in the legislation outlined).
- A timecard and activity log of your hours and activities must be reviewed and signed by your principal no later than May 29, 2026, that timecard may be found on the SLCSD PD webpage.
- Submit your completed timecard/activity log to the Professional Development Office, attn. Morgan Crossley/Katie Ieremia. It must be received by June 11, 2026.
When can I do the work?
Professional development work for HB396 may be completed between July 1, 2025, and the last day of the school year, May 29, 2026. All educators must complete their hours outside of contract time. If you have a regularly scheduled meeting or planning time with your school, this cannot be used to pay for that time; that is double-dipping. This is for work outside of the regularly scheduled contract day. It can be used for activities on non-school days.
What do I do once the work is complete?
A timecard and activity log of your hours and activities must be reviewed and signed by your principal no later than May 29, 2026, that timecard may be found on this page.
However, you do not need to wait until the last day of the school year to complete and submit your hours. You can submit your hours as soon as you have completed your professional development. PLEASE NOTE: YOU MAY ONLY SUBMIT ONE TIMECARD and ACTIVITY LOG which must include all of your hours. Be sure all your hours are complete before you submit it to the district office for payment. Your original timecard, with original signatures must be submitted, email or other electronic copies/electronic signatures cannot be accepted. Payments will begin to be processed after SLCSD receives the funding from the state, currently anticipated to be early 2026.
Submit your completed timecard/activity log to the Professional Development Office, attn. Morgan Crossley/Katie Ieremia. It must be received by June 11, 2026.
Educators will be paid at their hourly rate. Your hourly rate and location can be found in Employee Online. Download a copy of the activity log and timecard to maintain your records here. (File>Download a copy>Save to your files)

Utah Microcredentials are OPTIONAL professional learning opportunities supported by the Utah State Board of Education (USBE). Specific microcredentials and stacks of microcredentials in the catalog are developed in partnership with Utah districts, charters, regional service centers, higher education institutions, UEN, and other stakeholders in Utah’s public education system. For more information, see the UEN Utah Microcredentials website and/or the USBE MIDAS website on Microcredentials.
What is the value of a microcredential?
Microcredentials give the learner two things: visible recognition of demonstrated competency and USBE credit. They can be posted to your webpage, social media, etc. for others to see. Microcredentials can also be added to your resume so potential employers can see your skillset.
All Utah Microcredentials are worth 0.5 USBE credits.
Additionally, once you earn all the microcredentials in a stack, you become eligible to be one of the paid reviewers of the microcredentials in that stack.
How do I earn a microcredential?
There are four steps to earning a microcredential:
- Browse the microcredential catalog in MIDAS and choose the one you want to earn.
- Collect evidence demonstrating competency with the target skill or concept.
- Submit the evidence in MIDAS.
- Respond to the reflection prompts in MIDAS.
Your submission will be reviewed and you will receive rubric-based feedback through MIDAS. If your initial submission is returned for revision, there is no limit to the number of times you can re-submit to earn the microcredential. Access MIDAS here: USBE MIDAS Education website
Answers to other commonly asked questions, may be found at the Utah Microcredentials FAQ.

Effective November 30, 2025, educators will no longer be able to access CACTUS (Educator Licensing) via myUEN.
All educator licensing information for the state of Utah will be managed exclusively through USIMS (Utah Schools Information Management System) moving forward. To prepare:
- Create your USIMS profile as soon as possible
- Download or save any necessary information from my.UEN CACTUS before the cutoff date
🔗 Setup instructions and support are available at: USBE Educator Records
Please note:
This transition is entirely managed by the Utah State Board of Education (USBE).
Salt Lake City School District is not involved in this process and cannot provide support or assistance.
For questions or concerns, please refer to USBE’s Educator Records webpage.
⚠️ Important: Neither SLCSD nor USBE can reset UEN/CACTUS account credentials.
If you’ve forgotten your login or password, please contact UEN directly for assistance. -
LICENSING:
- Are you wondering when your teaching license needs to be renewed?
- Check the USBE resource Educator Lookup Tool.
- All information regarding licensing and relicensure is managed by the USBE and can be found here. All Educator Licenses expire on June 30th after 5 school years for professional and 3 school years for associate. Renewal of current licenses may be completed between January 1 and June 29th of the expiring year. Early renewals are not permitted. Expired licenses may be renewed at any time. Please refer to the Professional, Associate, or LEA-Specific tab for the steps to renew. There is no penalty for renewing a license from an expired status.
- A step-by-step guide for USBE license renewal may be found HERE.
- Licensing is done through a new state system, Utah Schools Information Management System (USIMS). For more information, please contact USBE directly here.
LANE CHANGE, USBE and RELICENSURE CREDITS:
- Lane Change/USBE credits are found in MIDAS
- Some SLCSD relicensure hours are tracked in Kickup (accessible through Clever or under the "Employee" tab on the SLCSD main page)
- Not all relicensure hours are tracked. USBE allows certificates, agendas, programs, email confirmations, etc. to verify relicensure hours. They do not need to be posted.
- Lane Changes are managed by the Human Resource Services. For questions, contact HR (kimberly.hill@slcschools.org). The form to apply for a Lane Change can be found here.
